What does it mean when it says Fuel COmsuption 10 "(20)"?

It increases from 10 to 20 when you have researched Impulse lvl 5 (which also increases its speed from 5000 to 10000

Therefore, does this mean that with extreme research into impulse drive, the small cargoes go faster than the large ones?

Yes, if you have an impulse drive of 10, the small cargo will go at speeds of 30.000

A large cargo with a combustion drive of 10 will go at a speed of 15.000
