Keep upping the levels of the Combustion Drive, "large cargo ships, Light Fighters, Recyclers, and Espionage Probes" are still using the Combustion Drive and not the faster Impulse Drive. Recyclers especially, being the slowest ship, needs ever increasing levels Combustion Drive to achieve a decent speed for harvesting debris fields...
