I was wondering what this building adds at each level. The text in the game is not coherent, but there does seem to be some significance of the building's level. this adds 10k deut per level (per hour) to the amount possible to send up to the fleets in orbit :).

So it is, or isn't possible to hold fleets longer than 32 hours?

Does anybody know why the alliance depot option doesn't show up in the tech page on uni8?

An Alliance Depot is where a friendly fleet can be re-fueled with your deuterium, allowing them to remain at your planet. This building is only available in universes where Alliance Combat System is enabled. These are universes 5, 8, 18 and higher.

apparently Universe 8 is NOT an ALLIANCE COMBAT SYSTEM....
