For each level of the Intergalactic Research Network, your highest level Research Labs are joined together to research a technology. Each Research Lab must have the required level needed to research a technology jointly with the other labs in the network. There is no need for higher than level 8 of this, since you cannot have more than 9 planets (and 9 Research Labs), with the exception of the redesigned universe where there is no limit to the number of colonies Colonizing in Redesign Universes.

Ogame Description:

"Scientists from your planets can communicate via this network with each other.

With each level researched one of your research lab being on the highest level of the non-linked labs is added to the network. Their levels are being added when network is established.

Each linked research lab needs the required level for the planned research to join into the networked research. Levels of all research labs taking part are being added together."

To start a research in IRN, all of your labs must be high enough level. For example, you want to research Graviton Technology, which requires a level 12 research lab. You have level 2 IRN with your highest labs being levels 12, 12 and 10. While level 2 IRN allows for 3 research labs to be connected, the level 10 one is excluded as it is not high enough to research Graviton. You will still get the benefits of 12+12= level 24 research. If however you want to research shielding technology which requires a level 6 lab, because all your connected labs are higher in level you wil get the benefits of 12+12+10= level 34 research lab.

(This is purely a theoretical example, as to obtain Graviton tech level 1, the player needs 300 000 energy. All the energy MUST be produced on the same planet. Thus the only thing level 2 IRN will do is speed up your research. However, graviton tech only takes 1 second in the first place, so not exactly sure how much time a player would actually save in the above example.)

Another explanation:

The Intergalactic Research Network, commonly called IRN, is a research done that combines research labs from different planets so they work together as one. For every level of this research completed you add another planet’s lab to the total. Example: Planet one (abbreviated P1) has a lab level 10 and P2 has a level 8. The IRN puts those two together to work as if you had a level 18. If you were to research IRN again and P3 had a level 8 lab then you would be using a level 26 research lab. This is an extremely effective way to cut research time and is obviously a lot cheaper than upgrading one lab that high.
